moving forward with gun control measures but at the federal level it seems like a tough sell. harry reid doubts such a measure to ban assault weapons would get through the house. what does that mean for national gun control laws? are we at a stalemate? >> i don't believe we are. it comes down to what are we going to be able to get bipartisan support for in the congress? and there are three things that i believe are possible to get across the aisle support. my major focus has been since january 8th on mental health services and awareness and i'll be dropping a bill today that will move in that direction called the mental health first aid act so that's one thing that i believe is possible. there seems to be some cross unanimity across the aisle on mental health services and my bill will hopefully be one of the first steps in that direction. >> you met with vice president biden as part of a task force convened by the president. the vice president was supposed to deliver his recommendations today to the president, but he delayed that. why the holdup? >> i'm not sure i could tell you why the

leader, harry reid has not come out and endorsed the president's proposals. tom, also not coming out, how is the president going to be able to get this legislation through congress if you can't seem to get some top-ranking democrats onboard. >> that's the biggest challenge. harry reid has said generally, he supportses the conversation about it, but his aides made it clear he's not taking the lead on this one and he expects to see other senators who have made issues of gun violence and the law enforcement their main calling card on capitol hill and that's patrick leahy and ann fine stine and chuck schumer from new york. we have 23, democrats running for re-election and most of them come from midwestern, western states. they have strong, rural communities and therefore are a lot more open to maintaining gun rights and so you will have a lot of these democrats who will be very nervous voting for any big changes and harry reid is one of them. the national rifle association stayed out of the reelection race and he owes it to them to perhaps temper the debate and not necessarily let all of this

and a number of pro gun democrats including the senate majority leader harry reid who does not seem enthusiastic at the start of the debate right now. realistically, what do you think the most is that we can get out of this in terms of gun control laws? >> not that much. the orders are incremental and they will make some difference. they are not going to solve the problem as it is diagnosed. i don't see action in the congress. i wouldn't be surprised about a fig leaf measure and congress wants to show they did something that is toothless. i think that might be a realistic option. i don't think you will see very much in the way of the package the president proposed unless public opinion does seem to be moving a little bit. after the other big shootings, you don't see sentiment in favor of gun control. if the president wants to keep driving this and followed through more than i and other people predicted he would, keep the public pressure off now and mayor bloomberg is determined to do that. that's in the cover story. maybe then you get real pressure on the members and see action. rig

democrats. one happens to be the top democrat in the senate, harry reid. john avlon is looking into the majority leader's ties with the nra. the man the president would be relying upon to get something significant in terms of gun laws. he does pretty well with the nra. >> here is the deal about harry reid and guns. he opposed the assault weapons ban not once but twice in 1994 and 2004. he has a "b" rating from the nra. that's higher than ten other democrats. he has received money from the nra than any other senate member. >> a little love affair. he even appeared with wayne la pierre in 2010. but, he is a guy who says, you know, i'm gonna go with my party and go with the democratic party line. will he really oppose the president on gun issues? >> he is not going to oppose the president. he is going to try to quarterback ter what he can. he is going to do what he can to move the ball forward. everything is on the table. here is the real deal. part of the pragmatism is a look at the election. arkansas, louisiana, month tan na, north carolina, south dakota. it will be interesting

put squarely on the democratically controlled senate. what has harry reid's reaction to this been? he is a pro gun senator. >> reporter: there are probably at least a dozen democrats who have very high scores when the nra does it's review of voting. so there are a lot of democrats in the senate who are strong gun advocates and have constituents who believe in that. so harry reid is one of those people who has said an assault weapons ban will not pass the house so it is not likely the to be something the senate should even deal with should it become law. he made that statement on his local statement in his home state. that's a sign so he will have to be looking at what is really doable in terms of bringing legislation forward. so that gives me the sense at least right now that an assault weapons ban is something that at least democrats are really anxious to pursue. >> kelley or donnell. we want to bring in our political power panel for this hour. msnbc analyst karen funny, also a columnist for the kill and republican strategist hogan gibley. i want to start out with this op-ed that cam

harry reid stopped short of embracing president obama's proposal calling them thoughtful recommendations. is the president's tone contributing to a lack of bipartisanship? >> no. i don't think this is about his tone. i think it is interesting to have a republican senator calling president obama combative given the nature of in congress and how the senate has blocked and pushed them into a corner. i think there is some room for the president to reach out to members of congress more, build those relationships more. have one-on-one meetings with them, do golfing with them, but we have to keep in mind that when we came into office, his leadership style was consensus. that is at the heart of this man. what is unfortunately happened, republicans have said, we're not going to come to the take and participate. we're going block and be the party of no. so you have to go to executive actions or executive orders. that is not how government should work. hopefully they will... ford, you know that the republicans have blocked everything. he has at the point where he has to take executive actions. >> a
